Harold Stephen "Hal" Ludlow was born in Newport, Monmouthshire, on 15 January 1861, and studied at Heatherley's and Highgate College. He drew for Dalziel Brothers publications, including Ally Sloper's Half Holiday (1884 to at least 1896), and Judy, where he was political cartoonist from 1889. He illustrated for other magazines Chums, The Illustrated London News and the Penny Illustrated Paper, and also drew comics, including:

He died in Fulham, London, in the fourth quarter of 1947.
