"Silly Moo" is a strip from The Dandy. It was written in-house and illustrated by Wayne Thompson as part of the Animal Asylum series.
It revolves around a wacky cow and her relationship with her long-suffering farmer.
Silly Moo returned in reprints in #3594 and has appeared from then on.
